Officiant sur la chaîne Ecuavisa, Alfredo Pinoargote, connu pour son ton critique envers le gouvernement, a été rappelé à l’ordre pour ses propos, jugés discriminatoires, alors qu’il entendait justement, à travers eux, se plaindre du contrôle de cet organe.
“Il y a un climat ou un système de restriction de cette liberté (d’expression). Par exemple, on ne peut plus qualifier les gays de ‘tapettes’ ou les afros de ‘noirs'”, avait-il déclaré.
A la suite de ce programme, diffusé en janvier, une députée de la majorité avait saisi l’autorité de contrôle de l’information et de la communication (Supercom) qui a ordonné au présentateur à demander pardon.
“Je présente mes excuses au peuple afro-équatorien et à la communauté représentant la diversité sexuelle pour mes propos”, a récité Alfredo Pinoargote à la télévision. Ce dernier avait précisé n’avoir jamais utilisé ces mots comme une insulte mais afin de démontrer, selon lui, “l’usage pervers et hypocrite” de certains hommes politiques qui “portent atteinte à la liberté d’expression en se servant de ces communautés comme boucliers”.
Le responsable de la Supercom, Carlos Ochoa, s’est pour sa part déclaré satisfait de ces excuses publiques. “Il apparaît vraiment bon pour l’Etat de droit dans lequel nous vivons que chacun assume sa responsabilité et respecte les dispositions légales”, a-t-il commenté.
Depuis sa création, l’autorité de contrôle suscite une polémique en Equateur où elle est considérée par l’opposition comme un outil de censure, une inquiétude relayée par certaines associations internationales.
Il y a une semaine, la Supercom avait contraint le principal tabloïd national, le journal Extra, à présenter des excuses pour avoir publié une photo d’un mannequin en sous-vêtements. En mars dernier, elle avait sanctionné un caricaturiste de presse, l’obligeant à rectifier un dessin considéré comme injurieux par le président Rafael Correa, un dirigeant socialiste en conflit ouvert avec la presse privée.

Alfredo Pinoargote, of the private Ecuavisa channel, was ordered to apologize after a ruling party lawmaker complained to the Superintendence of Information and Communication that his remarks were “discriminatory.”
At issue were comments Pinoargote made during his interview program earlier this year about free speech in Ecuador.
“There is an atmosphere or system of restrictions of that freedom (of expression). For example, you can no longer refer to gays as ‘fags,’ you can no longer say ‘blacks’ to afros,” he said.
Pinoargote argued that he had not used those words as insults but to make the point that certain politicians “gag free expression using those groups as a shield.”
The media regulator, known as Supercom, sided with ruling party deputy Alexandra Ocles, who had lodged the complaint against Pinoargote.
Pinoargote was given 72 hours to make a public apology.
“I ask the forgiveness of the Afro-Ecuadoran people and of the community of diverse sexual orientations for what I said in this space, January 7, 2014, that one can no longer say what lawmaker Ocles in her complaint said cannot be said,” Pinoargote said Wednesday on his interview show.
Carlos Ochoa, the head of Supercom, said he was satisfied with the apology.
The media regulator, created under a 2013 press law pushed by the government of President Rafael Correa, has been controversial.
Last week, Ecuador’s largest circulation tabloid was forced to apologize for running photos of a scantily clad model.
Before that a cartoonist was forced to rerun a cartoon correcting a caption that had angered the government.
Correa, a leftist, has clashed repeatedly with the independent media in Ecuador, often taking his critics to court on charges of slander.
